Senior Leadership

Our President and CEO, Mike Berigan, has extensive experience as both a Customer and Provider of program management, logistics, and engineering services. Mike’s 20-year Marine Corps career included tours as a Project Officer at Marine Corps Tactical Systems Support Activity (MCTSSA), and as a Project Officer and later Experimental C4I Branch Head/G-6 at the Marine Corps Warfighting Laboratory (MCWL). Since his retirement from the Marine Corps, Mike has spent over 20 years in industry, providing technical, engineering, and program management services to DoD customers. His first eleven years in industry were at a small business, Ocean Systems Engineering Corporation (OSEC), which was then acquired by QinetiQ North America (QNA).

While at OSEC/QNA, Mike led his team in building OSEC’s presence in the Marine Corps Systems Command (MCSC) Services market from a small, niche provider to one of the top volume and quality services providers in the market.  In May 2013, Mike left QNA to start Alexandria Insights (AI). His experiences at OSEC were formative; he believes that small, nimble, employee-centric businesses create an entrepreneurial culture that tends to attract creative, ambitious, and competent people. Since AI’s establishment, Mike and his team have grown the company into the largest and most respected provider of program office support services in the MCSC/PEO Land Systems market and have established a strong presence supporting NAVWAR as well.

Mike gives back to the community as a Search and Rescue volunteer with Shenandoah Mountain Rescue Group, and as an Election Officer every November.

Devin Licklider is our Chief Operations Officer, bringing a wide breadth of leadership, operational experience, and business acumen in program management, enterprise architecture, and command and control system of systems integration.

Devin’s 30-year career has included Marine Corps service as a helicopter pilot and Forward Air Controller (FAC) and air officer in combat operations in three areas of operation, as the Future Operations Officer(FOPSO) for 4th Marine Infantry Regiment leading preparations for Operational plans and 36 exercises per year across the Pacific Theater, and as an electrical engineering student in communications at Naval Postgraduate School(NPS).  His acquisitions experience in the Marine Corps included serving as Project Officer for Group Four Unmanned Systems, Product Manager (PdM) for the Composite Tracking Network(CTN), PdM for Radar Systems, PM for Ground Command and Control Systems, PM for the Logistic Integrated Information Systems portfolio that included the BCAT I Global Combat Support Services (GCSS-MC) and 23 Log IT systems, Chief of Staff Marine Corps Systems Command (MCSC)  and culminated in standing up PM Marine Air Ground Task Force Command and Control and the Integrated Command and Control Working Group, driving the integration of air and ground command and control systems and the strategic integration with the joint command and control capabilities.  In his current capacity as AI’s COO, Devin Oversees the day-to-day operations of high performing team that provide first class holistic support to our Navy and Marine Corps customers.  He works closely with the Corporate leadership team in ensuring integrated innovative solutions.

Devin has given back to the community as a coach for Fredericksburg youth sports.

John Hale is our Chief Information Officer, bringing an exceptional breadth of technical skillsets, leadership, and operational experience in systems engineering, enterprise architecture, information technology, and cybersecurity.

John’s 25-year career has included Marine Corps service in electronic systems, computer maintenance, tactical networking and satellite communications, culminating as a key subject matter expert in the design and integration of C4ISR systems and vehicle electronics for the Expeditionary Fighting Vehicle (EFV); work with OSEC/QNA as a senior engineer supporting MCSC’s Joint Battle Command-Platform Family of Systems (JBC-P FoS), Combat Operations Center (COC), and USMC Radio Frequency Identification (RFID) programs; and work with General Dynamics as Lead Architect for Naval Integration for the USMC, where he was instrumental in managing MEU deployed support activities and spearheading the development of future architectures for USMC networks and systems across 32 Navy amphibious ships. His strategic vision and technical acumen culminated in the creation of the Marine Corps Network At Sea (MCNAS), establishing standardized architectures, policies, and training to ensure consistency across the fleet.  In his current capacity as AI’s CIO and Senior Architect, John steers our digital and cyber strategy and ensures we’re providing forward thinking solutions to our Navy and Marine Corps customers.

John gives back to the community as a pilot and Aerospace Education Officer in the Civil Air Patrol.
